What is COSTARS?
COSTARS stands for the Commonwealth of Pennsylvania’s Cooperative Purchasing Program.
This organization serves as a conduit through which registered and eligible local public procurement units (LPPUs) and state-affiliated entities (often known together as “Members”) are able to leverage contracts in order to cost-effectively and efficiently identify suppliers with whom doing business is truly worthwhile.
The goals of the program are as follows:
- To encourage, expand, and facilitate the opportunities for Members to achieve procurement savings and the best value through an interactive partnership with the Commonwealth.
- To provide increased opportunities for Suppliers of any size to participate and compete for Members’ business.
- To provide contracts with competitive pricing.
The Commonwealth Procurement Code serves as the statutory authority for Member entities who wish to engage in cooperative purchasing with the Commonwealth. It authorizes the Pennsylvania Department of General Services (DGS) to enter into contracts solely for the use of its Members. DGS requires eligible LPPUs and state-affiliated entities to register as COSTARS members, and only those who are expressly registered organizations may purchase from the contract.
